The coronavirus has had Germany firmly in its grip for several months now. – Both privately and economically, the country is in a state of emergency. Wherever possible, workflows have had to be rethought, personnel rescheduled and processes digitalized.
Change is now in sight: the vaccine from the German-American manufacturer alliance BioNTech / Pfizer was conditionally approved in Europe by the European Medicines Agency (EMA) on December 21, 2020. Hundreds of coronavirus vaccination centers, which have sprung up all over Germany in recent weeks, and thousands of employees are now waiting for the vaccine so that they can start vaccinating in a few days.

Virtually every independent city and district in Germany has already set up a vaccination center, thus ensuring that the population can be vaccinated across the board.
A vaccination center offers considerable organizational and logistical advantages compared to vaccination at a GP’s surgery. For example, the use of large buildings such as exhibition halls, sports halls with sufficient parking spaces, etc. ensures that long waiting times are avoided and that distancing and hygiene rules can be better observed. It is also easier to organize prioritization and the general vaccination process in a vaccination center. In addition, the delivery and storage of the vaccine, which in the case of BioNTech / Pfizer must be stored at -70 °C and consumed quickly, is easier in terms of organization and logistics in large quantities.
Since most of the high-risk group lives in nursing and retirement homes and is therefore not mobile, all vaccination centers also have mobile vaccination teams that go out to these people.
In principle, anyone can be vaccinated.
However, vaccination will take place in stages, with the federal government determining the order of vaccination according to the recommendation of the STIKO, the Standing Committee on Vaccination at the Robert Koch Institute (RKI). Priority will be given to those who have the highest risk of severe cases and death if they contract Covid-19, as well as systemically important medical staff with the highest risk of infection.
For this reason, citizens classified as risk groups will first be given the opportunity to be vaccinated before everyone can make an appointment for a coronavirus vaccination via a standardized registration procedure. The coronavirus vaccination is free and voluntary for all German residents and must be given twice at three-week intervals.
The up to 400 locations in Germany have been planned to ensure that as many people as possible can be vaccinated throughout the country.
For this reason, each district and independent city usually has its own vaccination center, and depending on the number of inhabitants, there may even be more. Planning and distribution is the responsibility of the Federal Ministry of Health (BMG) and the federal states. The RKI is not involved here. The construction and operation of each vaccination center and the mobile vaccination teams themselves are also organized by the federal states. Medical responsibility lies with the medical profession in private practice, in particular with the associations of statutory health insurance physicians, and, if necessary, with the medical staff of the hospitals. A vaccination center receives additional support from aid organizations, the German Armed Forces, logistics companies and other organizations.
The federal government is responsible for distributing the vaccine to the federal states according to population share and for delivering it to the 27 delivery points specified by the federal states. The federal states are responsible for distribution in the district itself and for the correct storage of the vaccine doses.
There are six coronavirus vaccination centers in Berlin:

A total of 180 doctors and medical staff as well as 80 helpers will be on duty in the German capital Berlin every day. In addition, 29 mobile teams of doctors, all of whom are assigned to a vaccination center, will be out and about in nursing homes to vaccinate senior citizens first. For the time being, an appointment at a vaccination center will only be available upon request by post.
The central vaccination center in Hamburg is located in exhibition hall 3 and consists of several modules that can also be put into operation individually. Up to 7,000 coronavirus vaccinations can be carried out daily in the 64 individual vaccination boxes. In the Hanseatic city of Hamburg, people in nursing homes are also being vaccinated first. A total of 1,400 doctors have volunteered to help.
In Munich, everything has been ready for the first vaccination patients in the exhibition hall in Riem since December 15, as requested by the Bavarian state government. In the Munich area, there is a vaccination center in Haar for south-eastern and eastern communities, a vaccination center in Unterschleißheim for northern communities and the Würmtal, and a facility in Oberhaching for southern communities, the Hachinger Valley and the Isar Valley. There are 20 mobile vaccination teams available for the most vulnerable residents of Munich, which includes 15,000 people. The vaccination center in Munich is one of a total of 99 vaccination centers throughout Bavaria, with 28 facilities located in Upper Bavaria.
In Frankfurt, a “vaccination center planning team” has been set up under the direction of the public health department and with the involvement of the local civil protection department, which is responsible for setting up and operating the vaccination center in the Festhalle on the exhibition grounds. The vaccination center in the capital of Hesse will be operated by the German Red Cross Frankfurt with the support of Messe AG and under the overall management of the public health department. Up to 4,000 vaccinations per day are planned here, all of which will initially only take place after prior appointment and certification.

Local authorities are therefore sometimes faced with major challenges. They receive support from organizations such as the German Red Cross and the Workers’ Samaritan Federation. A vaccination center is built on the principle of a one-way street in order to be able to guide as many people as possible through the facility without any problems while observing social distancing and hygiene rules.
The vaccination routes are usually divided into four consecutive areas. Patients first find themselves at the registration desk. Here, identity is checked, the appointment is checked and the patient data is documented. In the next section, the information area, you have the opportunity to have a vaccination consultation with a doctor, who will explain the possible risks and side effects. This is followed by the actual vaccination area, which is usually divided into small individual booths and where the vaccination is administered by medical staff. The fourth area is for observation. Under the supervision of medical staff, any allergy reactions are checked before you are allowed to leave the area. Medical staff are of course always on hand in case of an emergency.
The daily vaccination of several thousand people represents a major challenge for a vaccination center in many respects. The complex logistics of patients arriving and departing as well as the vaccine and all other materials must be taken into account at the construction stage.
This is why many cities set up their vaccination center in an exhibition hall, marquee or similar. Trade fairs and other large facilities, such as sports halls, offer sufficient space and are familiar with the logistics of many people and goods. There are also sufficient parking facilities and connections to local public transport.
Another challenge for vaccination centers is the logistics of the invitations. Here, the independent cities and districts access the population registers and then usually send the invitations to residents by post. This invitation can then be used to book an appointment by phone or online if you want to be vaccinated.
In addition to solving the logistical challenges, staff must also be recruited in parallel. Once the personnel planning has been completed, the duty rosters need to be fine-tuned so that citizens can be cared for in a two-shift system.

The vaccination center is staffed primarily by doctors and medical personnel who have volunteered or been recruited by the associations of statutory health insurance physicians and are remunerated differently depending on the federal state.
